This can be a confusing process with little room for errors.  If you do not understand the forms and instructions along the way, you may want to obtain help with them.

Refile but you need someone to help you read and understand the process.  This is basic information that should have been included in the original application I-129f.  The RFE is also very basic but you didn't comply.  You might want an attorney or some professional help with this process. Good luck.

That is actually not the RFE, its the decision letter.

Not to defend USCIS or sustain the denial letter is an RFE, but I seriously doubt the RFE asks for meeting in person pictures when the denial states they didn't send the passport pictures as it was asked in the RFE.

More than seriously doubt considering meeting in person pictures are not required and passport style photos are

I think at this point, based upon the denial letter (stating they asked for it in the RFE as well), the OP severely misunderstood what was being requested.

The denial letter states that the RFE asked him to provide the passport pictures.

I know agents at the USCIS can make mistakes -we see them more than often-, but in this case, I think they're right. 

Of course, to prove it, the original RFE would be useful, but the OP might no longer have it as it must be attached to the requested evidence when sending it.

Oh i totally forgot about that, cuz I still have my old rfe. I guess i made a copy of it.

Sorry you have to go through this. The process is painful and mind blowing the way it takes twist and turns. The document asked for a colored passport style photograph. One of you and one of your fiance. All in All. Refiling will be the best option for you. And everyone on here is speaking same language on this topic. Wishing you all the Best.

Refile the K1, and perhaps consult a competent attorney to help you understand the basic requirements and assist you in putting together the package...I normally don't suggest paying an attorney for simple DIY stuff---but it sounds like you would benefit from the services of one.  Or you can marry your fiance in their country,  or a third country, and file the CR-1 spouse visa.

 

An appeal/motion to reopen is not feasible since you were correctly denied for not submitting the required evidence.
