Yes.  But if you file a petition before you are legally eligible, that wastes both time and money.  It will be denied.  Get it?

Unless your US Military  and shipping out, Proxy is not going to work.

 

Marriage has to be consummated, and then you must prove you were together after the marriage, pics with the daily paper shows date  (After your Marriage), his and her receipts showing you both made purchases same place, same time, separate credit and or debit card purchases.   Pics of landmarks, Time Temp electronic signs  of the country you pose at, anything you can think of to prove you were together after marriage ceremony.

And you best prove a long and true relationship before marriage, as your case will be looked at even loser then a normal marriage visa petition.

 

USCIS will go through this with a fine tooth comb.   First red flag, Marriage by Proxy.    Second red flag, PROXY Marriage..........  

 

 

Besides Proxy marriage is not legal in certain US States.    Only ones allowed is , Texas, Kansas, Colorado , Montana,    What US state does the US Citizen live in?

June 5th,2019   USCIS received my response on the  NOID// Addressed the NOID myself, No lawyer ever used in case.

July 1st, 2019  10 YEAR GREEN CARD APPROVED

July 5th, 2019   Approval letters for I-130 & I-485 received in the USPS  mail.

July 11th 2019   Green Card in Hand

Sort of back to topic, when I got married in Brazil in 2018, there were pre-marriage documents to sign, lots of officially translated civil documents to submit, etc., two months before the wedding itself could be done in accordance with the laws of Brazil, so instead of spending $2,000 plus to travel to Brazil just to sign the marriage application in person, I did a Power of Attorney on LegalZoom, had it apostilled at the state capitol in Sacramento, sent it via FedEx to an official government translator in Brazil, who sent it to my husband.  With this limited Power of Attorney, a good friend of my husband was able to act as my proxy just to sign the marriage application documents on my behalf.  It saved us probably $1,800.  Then two months later, I flew down for the actual wedding and honeymoon.

Consummated = to complete a marriage through the process of sexual intercourse

The proxy marriage is useless and won't serve the purpose you got married ( filing for your wife) because it won't be consummated till June 2020 and you want to file ASAP.
