Except that I believe she never had a consular interview, having adjusted from an F-1....

I see your point, but the press release says:
 

“This update replaces previous agency guidance that required all CPRs to undergo an interview if they obtained CPR status via consular processing.”

 

That guidance actually said:

 

” For cases received on or after December 10, 2018, USCIS has previously interviewed the I-751 principal petitioner“

 

So previously no waiver for consular or waived I-485 interview cases.   


Time will tell.  
 

It’s a major blow for us and we are considering I-407 followed by a new I-485. What an awful past 2-3 weeks in new policy for CPRs

Because we don’t want to wait 5 more years for RoC to complete and I don’t want to blow $100K in legal fees to force USCIS to adjudicate it.  
 

The make or petitions except I-751 now have a service level time objective.  I-751 was deliberated skipped over so allow those other petitions to meet their service objections. 
 

So clearly USCIS doesn’t want LPRs married less than two years to file I-485.  So I am thinking we should wave the flag of surrender and game the system.

Under the new “risk based “ there will be NO distinction between consular c/r and the previous guidelines  ( no prior interview of Pet ) IS GONE for ALL pending I-751s. 
 

They will give each Service Center a Risk Based Checklist along with giving the Service Center full authority to Adjudicate/Approve without the bottle neck backlog of sending them to Field Offices. 
 

I think it will mean some speedy Approvals for well filed I-751’s , a slew of RFE’s that if responded to well , more speedy Approvals without the case being sent to a Field Office. 
 

I think it’s looking GOOD.

This is very good news for I-751 filers who have been waiting for an interview to be scheduled for months and years.  My husband's I-751 package was more than 500 pages with lots of quality evidence.  Hoping for good news soon if this "risk-based approach" actually helps clear the backlog for interviews at USCIS field offices.

WAIT A MINUTE!!!!!   Does this mean they have removed the requirement to have had a previous interview by USCIS???????  My wife entered on a CR-1 in June 2017....  Still waiting due to the ridiculous requirement for a previous USCIS interview to qualify for a waiver......

August 7, 2022: Wife filed N-400 Online under 5 year rule.

November 10, 2022: Received "Interview is scheduled" letter.

December 12, 2022:  Received email from Dallas office informing me (spouse) to be there for combo interview.

December 14, 2022: Combo Interview for I-751 and N-400 Conducted.

January 26, 2023: Wife's Oath Ceremony completed at the Plano Event Center, Plano, Texas!!!😁

February 6, 2023: Wife's Passport Application submitted in Dallas, Texas.

March 21, 2023:   Wife's Passport Delivered!!!!

May 15, 2023 (about):  Naturalization Certificate returned from Passport agency!!

 

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..
