They start gathering documents well in advance of the PD. Once you submit everything, it waits until your PD is current and then they complete the file and schedule the interview

Petition is filed stateside. There is no walking into the embassy and paying fees for it. After the petition is approved and sent to Manila, then and only them will your fiancee pay the Visa fee, schedule her interview, get the medical done, attend the Interview, if successful get the Visa, attend CFO.
Then and only then is she ready to depart.
You have near 9 mos after initial filing for this whole thing to go from start to finish

Sounds about right. I believe that I also included an I-134, but no supporting documents, referenced the supporting documents that I had included with the mother's K1 visa app. Consider obtaining a notarized statement from the K2's father, agreeing to the child's immigration to the US.
My wife had sole custody of her son, but it was still a good idea to obtain the notarized statement from her ex-husband. The US government would likely deny the K2 visa rather than get entangled in a potential international custody battle.

No. If the address is the same you leave 9a to 9h blank and in 10a& b you put in the dates you have lived at your current address. For previous addresses you do that in physical address 2. This same concept for the beneficiary addresses

The normal process through nvc takes a couple months for someone who is prompt. All you need to do is drag your feet submitting documents and you can easily add a few months

Summary
All document not in English OR the official language of the country in which you are interviewing be translated
So for Turkey ... any documents on Turkish do NOT need to be translated into English
