Green card freezes?

Just heard that Trump issued an order to freeze all green cards until next year, is this true or just a rumor?

My wife will mostly come here in US on Aug under CR1 visa and then we have a plan in Nov to travel overseas. I've heard that for CR1 visa holder, she can't leave US until her green card issued. But if this news that all green cards will be freezed until next year, then is there any way we can travel overseas? Thanks in advance.

The I551 stamp she will receive in her passport when she enteres the US acts as a green card for 1 year from entry. You can travel on that.

Didn't hear anything about green cards not being issued.

Thank you so much Loren! We didn't know that. It's a relief to hear! We always heard people told us that if she leaves US while she's still holding CR1 and before receiving grene card, the gov will denied green card process and she won't allowed to enter back in US and have to start from beginning again....glad this all not true.

I wish people would take the trouble to find out the facts. Spouses and children of US citizens are not affected.

Thank you, so much various info out there so we are confused! Appreciate the clarification

I would really like to know where you heard such inaccurate information.

The complete Executive Order is available in the link below (9 pages):

https://www.cnn.com/2020/06/22/politics/trump-proclamation-work-visas/index.html

Regarding Alien relatives/Spouse Green card (CR1/IR1), the EO states the following:

(b) The suspension and limitation on entry pursuant to section 2 of this proclamation shall not apply to:
(ii) any alien who is the spouse or child of a United States citizen

Not sure if it applies to individuals who already received the green card but did not move to the US yet and/or individuals currently in the process of getting a green card (e.g. waiting for the interview, waiting for NVC approval, etc.).

Spouses and children of USCs are exempt PERIOD, regardless of where they are in the process

Not even close to true.   The EO was 1) amended to include most work visa and 2) extended the EO to the end of the year.

If you have an immigrant visa you still get a green card.   If you adjust, you get a green card.  If your ROC, you get a green card.  If you lose your green card, you get a new green card.   The EO doesn't change anything about how green cards are issued in the US.

It limits who can get VISAS from today until the end of the year.

CR1/2, IR1/2/4, and IH4 visas can still be issued when consulates are open.

This is interesting/helpful. So, just to clarify, if I were to get my interview whenever we reach stage 3 of the "Diplomacy Strong" guidelines in Dublin, say late August and I fly in and get married on, say 1st Sept - are you saying I could make my adjustment of status and apply for green card under k1 visa then and would not be affected?

As @Paul & Mary said, Adjustment of Status is not affected under any current EO.
