Regarding Alien relatives/Spouse Green card (CR1/IR1), the EO states the following:

 

(b) The suspension and limitation on entry pursuant to section 2 of this proclamation shall not apply to: 

(ii) any alien who is the spouse or child of a United States citizen

 

Not sure if it applies to individuals who already received the green card but did not move to the US yet and/or individuals currently in the process of getting a green card (e.g. waiting for the interview, waiting for NVC approval, etc.).

 

UPDATE (Jun-24):

The executive order applies to non-immigrant visas and not to green card applications. An executive order affecting green card applications was signed in April 2020. That earlier executive order does not apply to applications by the spouse of a US citizen. Those marriage based applications are still being processed. Of course since the consulates were closed for several months they are behind in the processing.
