As @Paul & Mary said, Adjustment of Status is not affected under any current EO.

I understand that one make the adjustment of status once you are married. What I am still unsure of, is a green card physically issuing 3,4 or 5 months later given the EO putting a halt on green cards. Is it so that only certain types of green cards are blocked under the EO?

No green cards are blocked under the EO.   No green cards are delayed because of the EO.

Read the EO, tell me where it says that - DO NOT rely on what headline you are reading or hearing on the news.

The EO bans certain Visas from being issued.

You will be waiting longer than 3-5 months, for sure. Even pre-COVID it was taking roughly a year to get the green card after filing the adjustment of status paperwork. Since USCIS offices have been closed and staff are also (possibly) to be furloughed soon, this will cause delays. A delay is not a block. It’s just taking longer due to the volume of applications and the reduced staff numbers. Note that once you have received the receipt notification for the AOS form (I-485), you are in a period of authorized stay for as long as it takes them to adjudicate the case. Even if the backlog means it takes 2 years, you will be here legally for all of that time. Assuming you meet the criteria and complete the forms correctly, you will get your green card. It’s a question of “when”, not “if”.

Interesting. Maybe things have changed in the past 12 months. My friend applied last year and got his green card in 4 months following his marriage, he did job interviews in between waiting and it worked out nicely for him.

Some people are just lucky.   It usually takes 4 to 6 months just to get AP/EAD.  In contrast a spousal green card can arrive in just a few weeks.

Not even close to true.   The EO was 1) amended to include most work visa and 2) extended the EO to the end of the year.

If you have an immigrant visa you still get a green card.   If you adjust, you get a green card.  If your ROC, you get a green card.  If you lose your green card, you get a new green card.   The EO doesn't change anything about how green cards are issued in the US.

It limits who can get VISAS from today until the end of the year.

CR1/2, IR1/2/4, and IH4 visas can still be issued when consulates are open.

Excellent perfect explanation. Bravo.

Correct me if I am wrong, but it also depends on what USCIS office is taking care of your case. One of my friends received his GC 6 months after sending his documents and never received an EAD before that.

Gladly, wrong!!  National Benefit Center handles all AOS from k1.   NBC was getting through the initial review of the i485 in about 75 days, then they went into limbo waiting for the local.   Some got interviews within a few weeks, others not so lucky

EAD / AP was 6 plus months

I'm not sure if it makes any difference, but he was on OPT when he applied, not on k1.

Let me rephrase to clarify,  NBC handles all marriage based AOS applications.

I've heard that for CR1 visa holder, she can't leave US until her green card issued.

At POE, CBP will endorse the Immigrant Visa. The endorsed Immigrant Visa will be a valid I-551 document: https://www.uscis.gov/i-9-central/temporary-i-551-stamps-and-mrivs Thus, she can travel internationally with that.

They came here to get a better understanding. There's not need to be snarky towards them. Relax.

Agreed 100%.  Why are established posters allowed to be so rude to new members in these forums, it really needs to be stamped out.  Try banning a couple of the worst offenders, it will work wonders on the rest.

The I551 stamp she will receive in her passport when she enteres the US acts as a green card for 1 year from entry. You can travel on that.

Didn't hear anything about green cards not being issued.

This is true. I came in on my I551 via airport to do all my official paperwork and then went home to get more stuff and drive back and entered again using that.
