Yes. NVC dies the schelduing but the embassy releases the dates available. My opinion is if it's truly first come first serve. When your case is complete you should be allowed to schedule yourself. Jmo.

dates provided by the embassy but scheduled and handled by NVC.

what i judge from the whole process is.. its at this stage when NVC does background cheks also like name chek, criminal record etc through fbi etc., they dont disclose it, but surely do all this at some stage. as after cc interview is quite near so its better and practical to do at this stage rather than to do at i130 stage.

spot on. That is why I think some cases take longer.

I highly doubted...cuz I-130 cannot be approved without any background check and embassy don’t approve anything without any checks either...so the background check in between don’t make any sense

I agree with you. Plus, after interview at embassy and people get AP status... I think this is the stage when embassy do further background checks. I am not saying all AP but some. Specially for applicants from hugh fraud countries.

Ok, then why some cases are getting stuck for a longer time?
