Got e-mail with approval saying they will mail and to follow directions on it.,

Got spammed text 7 times telling me to check on-line lol I didn't mind the spam since it was good news.

When should we submit DS160? We have completed it, just not sure if we can submit it now or do we need to wait till we have the interview scheduled.

My gosh... We've been approved.
Was reading, at work, how people here were being approved or being RFE'd, yet at the same time saw that Processing Times were still in June. 
This is insane; insanely a joyful moment.

I believe you need case number from NVC before you can do your DS-160, and visa needs to be at your local embassy.

Manila US Embassy states that a scanned copy of the signed I-134 is fine, if you don't have the original.

Not sure how it works over there at the service centers,  like you said there are still people being approved from June, not sure what order they are going in.  We maybe one of the lucky few so far.

Next step is update your time line and then mosey over to January to NVC thread that was linked above. Congratulations. Seems quite a few GB folks in August. And I do think USCIS working a tad faster.
