If she did, they need to be paid back.  If she were a Republican, this would have been thoroughly investigated and vigorously reported, and it would be a loud ongoing demand.

If working upon arrival is important to you, you picked the wrong visa type I'm afraid. There have not been any cases of the EAD stamp at POE for some years.
 
Theoretically you can apply for an EAD for the 90-day duration of your authorized stay after you arrive. But since it's taking them longer than 90 days to process the application for the EAD there's no point. 

I assumed that the interview report was third hand and exactly how it went does not really matter, he served time which suggested it was of consequence but we do not know which country is involved could be material.

offering credit to customers is fine. accepting food stamps for payment of such, is not. i dont own a store and i know this. I am positive he was provided guidelines on foodstamps and their use and remittance when he got the permit to accept them. It was up to him to learn and FOLLOW those rules.
