Department of State posted about K1 visa - what does this mean?

Timeline

They are supposed to be serving "we the people". I think its time we were more vocal about this wait. Working 4hrs a day when people need their lives take off hold is not the answer. Write your Congress representatives.

Most of us have written,  called or emailed but Congress seems to "on hold mode" till the elections to see what is going to happen

Correct.  K-1 visas have not been suspended as have some immigrant visas.

Then it’s a great news because it was not 100% certain whether K1 effected or not... Some lawyers say it is effected some say it’s not... So I wasn’t sure. Now it’s certain that K1s are allowed to be processed. 
I hope U.S. Embassy in Ankara will make an announcemeant about it soon. :))

Who is working 4 hours a day?  Also, Congress has been on vacation for a month.

There were 38,000 K-1 visas issued worldwide last year. There are around 330 million US residents, with the majority being citizens.

The reality is this isn't even a drop in the bucket compared to everything else going on right now and legislative priorities.

If lawyers said K-1 was affected by April 22 or June 22 proclamations then those lawyers were very clearly wrong.
