Even in places they don't have travel bans, they are not doing regular K1. Australia is doing emergency K1 and some cancelled IR/CR. India just started 221g IR/CR. No K1 at all, not even emergency. This vague 'K1 will be given higher priority if local conditions allow' is just a ruse trying to defend against pending lawsuit.

Japan already started doing regular K1 -- https://jp.usembassy.gov/visas/

The U.S. Embassy in Tokyo resumed certain nonimmigrant visa services, including: F, M, certain J categories (alien physician, government visitor, international visitor professor, research scholar, short-term research scholar, specialist, secondary school student and college/university student), C1/D, E, I, O and P visas , K Fiancé(e) Visa, and certain immigrant visas including IR1, IR2, CR1, and CR2

Announcement does not mean they are conducting any K1 interviews. There are no K1 issuance data for Japan for the month of September yet. I won't trust any announcements coming from this administration until I see numbers. In India,  they have been announcing they are doing IR/CR emergencies but actual visas issued are 1 or 2 visas for June/July. They have been rejecting 99% of people applying for emergency.

They updated that page Tuesday morning, Japan time, so.. yeah, probably won’t see anything about issuances yet.
