Just because they have “travelled the world”, that doesn’t mean they will be granted a US visa. On the same token, not traveling around the world doesn’t mean you won’t get one. I haven’t been to Europe or Asia or Oceania, or even Canada and I have had three visas (J1, B1 and F1) and now I’m a resident. 
As others have told you, they have to show strong ties to their home country. Paying a bill in cash has nothing to do with the refusal; on the other hand, having a US citizen son definitely is connected to this. And if they have all kinds of money, why didn’t they decide to have their baby in -say- Sweden, where healthcare is apparently better?

Additionally, if she had the baby in the US, then she had some type of visa previously. What happened to that one? Why is she trying to get a visa again if she already had one? Was it taken away? I feel like there has to be something missing.

That’s a very good point too. But it says she had the baby three years ago, maybe she was on a B1/B2 that expired? Idk. But you’re right though.

Did she overstay having the baby ?   That would have gotten the old visa cancelled and between a US born child and a overstay a visitors visa wouldn't be easy. If money is no object why are they looking at an investment visa.  Start up something for junior to take on later ?

OP is from Nigeria based on previous posts.  Not sure where the "friend" she is asking for is from though.  She did not return after getting very solid advice and not answering relevant questions to help further.  So there's likely more to this story.

Concerning healthcare, there are a lot of countries with better healthcare systems than the US.

If the "friends" have traveled all over the world it must be a huge family if they have a kid at each country they visit.

Some people like to play the system and then think they are smarter than the rest of the world....they would never settle in the US yet are willing to make the kid pay taxes for life....come on. 😆

Most well off Nigerians have family in the US or UK. So most times go to America to have their kid’s because of the good health care system as well as proximity to close family.

I am a green card holder thanks and marries to a USC. Yes but people would also want to have a baby in a place they are family we with and also with friends or family that can support.

It is of course not illegal to have a baby in the US but did your friend tell the POE officer when asked that she was visiting the US to have the baby? If she lied to the officers while entering the US, she can't be complaining now for not getting another visa. That's the point.
