@greg1984 - Definitely try to resolve with a tier 2, and failing that an attorney should be helpful.  I hope this works out for you without too much of a hassle given that you did nothing wrong to be denied.  

This is very true. We moved a year and two months before we had to send our ROC. We did the address change the day we moved (Feb 2017)

 

the day after we sent our ROC (May 2018) we received the ROC notification reminding us to ROC. Inside of that envelope were three other envelopes marked as return to sender from our old address. It took their mail getting returned at least three times that I know of, for them to look up the address change and send it to the right place.

 

and note as others have said, not blaming the OP just adding to the stories of those who moved in general during immigration. The only reason we didn’t move this year was because of the ROC.

What they are saying is that USCIS is notorious for not getting address changes correct, as you have found out.

So... What is the best way to prevent this for others in the future?? 

Do the address change appropriately, call and talk to tier 2 multiple times, and also call the local field office?

My wife and I will also be moving while waiting for her green card.

And of course sometimes not moving is not an option for some.

That’s the thing...pretty much everyone is doing the address change correctly. It is USCIS who sometimes screws it up. I’m not sure that anyone can do anything to prevent a possible screw up by someone at USCIS.

 

Disclaimer: I have not been through an address change, and am basing my comments on reading numerous post where USCIS has screwed up an address change by either sending notices to the old address or typos in the address.

We could start a new forum just for USPS complaints. Yes, they should forward all mail. I can’t even get them to deliver all the mail shown in my informed delivery sometimes. That and I tend to get other people’s mail on a weekly basis. Makes me wonder who is getting my missing mail.

We did all of this and they still got our address wrong. After we moved we tried to reschedule our appointment three times because they kept setting it up in the state of our old address. We ended up just driving the 800 miles to the wrong office after the third reschedule. We changed it on line and we talked to several tier 2 people with each reschedule.

That is crazy.

Well hopefully since we are only moving once when we do and only about 30 miles away it should not be so hard.

There is no way to ensure it won't happen to somebody else. Until USCIS can update letters to use the proper address, sometimes things will slip through the cracks.

The best way to minimize the chance of it happening is to subscribe to case updates on both tracking websites (eGov and myaccount.uscis.dhs.gov), follow your case closely, notify USCIS of address changes very promptly (online and even a paper AR-11 too), and reach out if anything seems odd.

The issue is those rules aren't there for arbitrary reasons. Something always sparked it...usually abuse. Official Mail is used by much more than just USCIS. For instance, people have put in false COAs to redirect SS checks, election mail issues, etc. The requirements to do a COA are not hard.

 

The issue with not getting your mail as noted in ID is a local facility or (more likely) mailperson issue. Those images are based around mail designated to go on the truck that day. It's certainly not 100% accurate (things happen between MICS processing and loading something on the truck) , but it should be the norm to get everything.

Getting somebody else's mail (assuming it's not a previous resident who didn't do a COA) is a local mailperson issue. Once the mail is on the truck for the designated carrier route, everything else is their role for delivery.
