USCIS mail should not be forwarded, according to USPS rules for mail forwarding - it should be sent back undeliverable. They sometimes screw up and forward it.

My personal experience: I changed it online and over the phone, but my green card was sent to the wrong address. Thankfully I had befriended the new residents and swung by to pick it up, but they were absolutely not forwarded according to my COA request, and the address was not updated. After I applied for ROC, I actually had an InfoPass to get a stamp and asked the officer to confirm my address, and make sure the old one was nowhere in the system. It's ridiculous.

Agreed. And built this house in 1947, so my family has been the only residence, ever. When I have returned other peoples mail and asked to speak to the local postmaster, they have said that it is an issue with their sorter/scanning equipment. But totally agree that it can also be a mail carrier issue. My normal guy is great! Very friendly and knows me. His substitutes are not great.

That was USPS's mistake, it's not supposed to be forwarded according to their own rules.

Do the address change appropriately, call and talk to tier 2 multiple times, and also call the local field office?

My wife and I will also be moving while waiting for her green card.

And of course sometimes not moving is not an option for some.

I set up a PO box. I had to move several times during the process and when it was time for the interview, the officer only had my first physical and mailing address I had on file. I always changed the physical address as instructed but was able to keep the mailing address the same thanks to my PO box.

Sure, USCIS mail is marked "Return Service Requested", which is not forwarded.

OP, it is sad to learn what has happened to you during the waiting period in your process. The best decision you have made was to get an attorney to fight this unjust deportation of your spouse. Moving during a process is quite normal and all we can hope for is that the postal service does its due diligence and send mails to the correct address while the sender provides the postal service with the accurate address information. Neither was done in a satisfactory manner and you are now left with a ridiculous deportation letter.

It irks me to see that applicants are paying DHS an arm, a leg, a kidney AND your first born child just to file a green card application but they don't even have the decency to do their own process right!

File a  motion to reconsider and probably USCIS  will reconsider and they will not ship the case to the BIA. In case she gets a notice to appear in Court she must attend the hearing,  and in some cases, she might have to file a Motion for stay of removal.
