Moving during a process is quite normal and all we can hope for is that the postal service does its due diligence and send mails to the correct address while the sender provides the postal service with the accurate address information. Neither was done in a satisfactory manner and you are now left with a ridiculous deportation letter.

It irks me to see that applicants are paying DHS an arm, a leg, a kidney AND your first born child just to file a green card application but they don't even have the decency to do their own process right!

There is no actual deportation at this time. They can get the case re-opened or refile up until an NTA is issued. At that point they would need to go through an IJ to handle the I-485. All indications are that the letter received is the standard denial letter, not an NTA.

I would note 2 things:

  1. Cards are sent via Priority Mail, not Official Mail. This is forwardable (although I have been required to pick up a forwarded Priority Mail package at the post office directly).
  2. USCIS is (was?) testing out a process as of last year to require signature confirmation for delivery of these cards, along with verification of identity via ID. See https://www.uscis.gov/news/news-releases/uscis-begin-using-more-secure-mail-delivery-service.
