Is a refundable ticket can be used to get the passport in one day at a passport agency  ?

the ticket can be cancelled later .

any negative consequences.

Do you mean getting a US Passport or a different nationality? If it's a US passport then they won't care at all about your flight date

This is weird. Why are you making up travel you don't intend to undertake? Most US passports are processed in 2-3 weeks.

Few reasons:

  1. Upgrading Family Preference petitions to Immediate Relatives (I know the cert should suffice, but it helps to give more)
  2. Have an international travel in few weeks but the DHS needs appointment to update the GE with new passport (rare but happens)
  3. Most importantly: the NAT cert is a $600 replacement and delicate, a passport is 1/3rd the cost and not delicate and also easy to carry around.
  4. Live in a state that is not Real ID compliant so need one that is. Passport is the way to go.

Thanks for answering for the OP. You must be a mind reader.

1.  It doesn't help to give more.

2.  Normal processing is 2-3 weeks, so more than enough for travel in a few weeks.  (OP has not indicated this.)

3.  No one carries around a NAT cert or a passport.

Still, on all counts: Can't deal with 2-3-week wait?

Not sure there are any negative consequences, but find it hard to believe there is any other need to get a US passport in one day unless there is actual pending travel.

1. That really doesn't make sense.  If someone is naturalized and looking to upgrade a family preference application, the certificate is all they need, having both a passport and certificate really doesn't do anything more as they both show the person is now a USC.

2. Highly unlikely one can get a GE appointment that quickly

3. I don't know anyone that carries around their Nat. Certificate, getting a passport is not a requirement.

4. This would fall under pending travel, and if necessary, then certainly a reason to expedite.

Yes it serves as a proof but using it improperly just because you can may create issues for future applicants with real urgency. It’s similar to people facing issues getting visas becoz other people have misused them.

Urgency should be applied for real urgent reasons not fake ones.

Heck, back when my wife naturalized, we planned to travel internationally within 3 weeks of her ceremony so we went to the passport agency with nothing more than our tentative itinerary (no purchased tickets refundable or otherwise), she got her passport in 3 days with expedite.  Not sure you actually need to show tickets to get in the door and request an expedite.  The travel plans were in fact real, but I was not going to pay for tickets until we knew her passport would be in hand.
