There is nothing you can do to speed-up the process.

Further be ready to prove that someone can provide medical insurance for your sister as she can be denied at the interview if they believe she will become a public charge.

You can apply and ask for an expedite based on medical reasons but be prepared to show how USA will be better able to provide care then Jamaica. also be prepared to show she will not get medicaid, public aid or the sponsor will have to pay the government back for her medical expenses.

good luck

May 24, 2011 NOA1

She can not apply for any expedite until there is a visa number available for her. You can't expedite waiting for priority date to become current.

Have your mom become a citizen asap, that will shorten the wait by a year or so. Nothing else, sorry.

Unfortunately expedite process based on the medical reason would not work.

You can try worst case it would be rejected but it would not impact the case anyways.

Assuming when you put in expedite process your mother would be LPR or even a USC medical emergency is not something that happened suddenly this was a know long time back so from USCIS perspective situation has not changed.

As most ppl have suggested be prepared for the medical expense as it would be difficult to get a medical coverage.

Usually what it would cost to get decent medical care here without the benefit of insurance will get you really outstanding medical care in other countries. Because a new immigrant has to pay for their own cost you should really ask about what care here would run and compare that to what the same money will do there. It could pay for medical care, a care taker and a nice house.

This will not be over quickly. You will not enjoy this.

Why did her mother have to leave her?

We do not have free medical care in America.

You can not speed up the process.

Did you here her ask for free medical care anywhere in her post? No one asked for your smart remarks. If you don't have anything good to say don't say nothing at all, Ms.Smarty pants.

There was no mention of any other type.

If she has that sort of money she would be consulting with her Immigration Lawyer.

Well when the case finally gets to the Embassy the CO will certainly ask about how the family plans to cover her medical expenses after all she can be denied for "belief of becoming a public charge".

So I guess you were correct that the remark was pretty smart in making the OP aware of this situation...
