The OP put CR/IR1 as a class. It seems they have may have a misconception that all "family" petitions take a year.   But assuming they are at the other end of the process and sponsor means provide an affidavit of support for his wifes / the OP's sister  then the child would still be underage and could come.  It all depends on the details on where the petition is ( not yet filed, approved and sitting on a self for the next X years or nearing an interview )

They are now forced to make a decision based on the data in front of them.  If a namecheck hasn't returned they will deny the visa.  That is their only option at this point, waiting is no longer an option.

There was a recent denial reported here for a letter sent during a fight during the K1 asking that it be withdrawn and the petition made it through anyway and at the N400 stage they decided the K1 had been improperly issued .   I don't remember the whole thing.   
   A cousin voted for Obama while on the green card,  they are back in Nigeria ( their sibling did the same and is now a USC so it isn't always a denial ) 
 

You are not allowed to violate the laws in the US in bringing your spouse here.  Some countries allow people to have multiple spouses, but that is not allowed here.  Is that also discrimination ?   You can choose to live in a place where what you want to do is legal or you can live where you currently do and not do things that are illegal.  It is your choice.

Your parents have an entire lifetime of friends and memories where they are.  Many are more bound to that than the desire to move somewhere new to be with a child that may spend a good part of most days  working.  Many parents can visit easily and that actually may be cheaper than moving.  Some parents may find the grand kids a delight but may no longer have the coping ability to deal with them as a full time baby sitter.   Each case is so different.  The biggest thing should always be , what do your parents want. 

The K1 stamp pre dated the current verification  ( E-Verify) so it would be of no use.   It actually ended about 8 years ago .  

What the Nigerian embassy deals with is a vast sea of people applying for any type of visa that will get them out of a rather broken country, just like immigrants from a lot of other countries. The fact they are prone to deny legitimate relationships is a terrible sign of their over zealous nature.

You guys have a spending issue.  If he won't help you with the joint bills , split them into two.  Make him responsible for some of the stuff you can do without like cable/TV and cell phones.  If they get cut off , then they get cut off.  Every paycheck pay the bills that are due first , then the utilities and if there is money left , you can play.  Throw the card away, they are killing you slowly.
