    Whether anybody finds it strange or not isn't relevant in this context.  If a Consular Officer thinks the marriage was entered into to gain an immigration benefit, that's grounds to deny the visa.  However, I'm not speculating on the reason for the denial.  I DO expect the foreign spouse has at least a really good idea why the visa was denied.  They were there.  They know the questions and answers, and they know whether any information given was false.  Consular Officers are trained to make these decisions, based on the totality of circumstances.  Sometimes they know things the applicant doesn't know they know.  Sometimes they get it wrong too.  Seldom, is it an actual mystery to the applicant though.

    Your situation is different than others that I have read.  Others have overcome it because they only made a statement on application for tourist visa that they were married or was in a common law marriage.  You actually submitted a document.  That will not be easy to overturn as not being true.  You will have to admit to the truth with the evidence of no such person exists.

    I resubmitted on the 6th June 2020 and got accepted on the 6th July 2020.

    By the definition of CR1 which is: A CR1 visa is an immigrant visa issued to an alien who is married to a U.S. citizen or permanent resident and wishes to live in the U.S. with their spouse while the F2A visa is a US immigrant visa for spouses or minor children of Green Card holders.
    In the executive order, Cr1 is exempted while F2a is not but both applicable to permanent resident. My question is how do you differentiate between F2a and Cr1?

    I’m sorry that you are frustrated but aiming it at government employees is a bit unfair.
    Decisions around Embassy reopening are made in Washington by Dept of State so your “lazy government employees” are depending on that decision. Humble yourself - Immigration is not a right, and no timeline is granted. Even more so under current circumstances. You are physically with your Fiancé, what else do you need? Others are waiting apart from another.

    You will want more visits prior to the interview.  Nigeria is a hard consulate to pass.  Fortunately you still have more time since she is only a permanent resident.

    Although Consulate Officers sometimes say a visa is approved, that is not always true.  Official approval is when the status changes to "issued"........Unfortunately administrative processing time is unknown.....all cases go through it, but some are completed in hours, days, a month, or many, many months.......there is nothing you can do at this point but wait.....good luck.
     
    EDIT:  The fact that they kept his passport is good. They probably don't expect extended administrative processing.
