Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

Speed which process? If you marry now your K1 is not a option anymore and you will need to start from zero a CR1 process.

The problem is not just find a country that accepts this kind of marriage, it’s also if they allow tourists to marry there.

I’m not married yet. !  I live in Georgia they allow marriage here.  I need to bring her to usa 🇺🇸.  So we need to get marriage in another country that way I will apply for i130f.   But my question is what country can we go to get married that allow us tourist and first cousin and or apply for cr1

I have no idea.  You can ask on the Pakistan forum.

You will need to address the reason for the K-1 denial, however.  You could be denied a CR-1 for the same reason.

They did not believe in our true love

Right......   so, simply marrying and submitting another petition is not going to fix that problem.

The thing that strikes me is that USCIS/DOS is going to be VERY suspicious about a first cousin marriage between people who do not come from a country or culture where that is a normal thing.  And like you said, it is illegal in Guatemala, and therefore not normal there.

I don't see how you will overcome this.

It may be legal where you live in the United States, but because you're not from Pakistan or another country where it is common practice to marry a close relative,  it will be heavily scrutinized.

I believe it’s very easy to get married in Gibraltar as a tourist, maybe investigate that (not sure about the cousin thing) if the distance isn’t an issue.
