Ask that ISSA organization how they plan to make good on that guarantee.

You need a company in the US to sponsor you for a work visa and hire you.  You cannot just apply for a work visa yourself.

they can't find you a job here as there are plenty of trainers looking for work already here

1st of all a company here would have to want to hire you

2nd the company would be paying a very expensive lawyer to do the work visa which is only a temporary visa

3rd the company has to prove there is no American that wants the job

4th most of us trained here in the US (as i am a pyhysical therapist and have a degree in personal training on top to help my handicapped clients with body agility

Reading from the site they guarantee only YOU'LL be able to find a job/  nothing about them finding one for you in  the USA

Getting the job is up to you

and the guarantee for returning your money is only for A USC

* Only Applies to U.S. residents

* Job Guarantee Refund applies only to the purchase of the Certified Personal Trainer Course and the related price paid. The refund amount will be equal to the price, less discounts, of the Certified Personal Trainer Course, as stated on the student's receipt.

Just being honest here, you pretty much have zero chance of getting a work visa as a personal trainer. There are already an abundance of qualified trainers in the US so a company/gym isn't going to go out of the way to pay for a trainer to come from overseas. Also there have probably been thousands of individuals from overseas with much more qualifications and experience who have attempted it get a work visa as a trainer to no avail.

Yeah getting someone a job is one thing, getting a work visa is a whole other thing that they clearly know they can’t do

Sorry OP you need to get a visa another way. Long shot you can enter the DV lottery in October, assuming you have at least completed high school

No organization or company can make any such guarantee.

And with widespread gym closures due to COVID, there are way more personal trainers than available jobs here in the US.

That's a really crazy thing for any business or organization to "guarantee". There is no work visa specifically for personal trainers and American gyms definitely do not sponsor visas for international personal trainers.

One thing COVID has shown is that many jobs can be done from home which, in turn, means they can be done from anywhere. I know a personal trainer who is still running classes but it’s done via some form of Zoom meeting. She’s in her home, the participants are in their homes and she’s leading the class via camera. Another friend here teaches English to Chinese children in a similar way. This would work for you, maybe. Then you don’t have to go to the trouble of working out how to move to the other side of the world. Find a company that employs home-based trainers to lead Zoom classes.

Sorry, but you are misunderstanding things.

The guarantee to refund the cost of the course to US citizens who can not find a job afterwards.

It's not a guarantee for foreigners.  It's not a guarantee of a job.

There is no chances for you to get a job in the US.  Zero. First,  a US employer must pay to obtain a work visa for you.  You can not apply for one on your own.  No gym will pay a very expensive lawyer to bring a foreign trainer to the US.  Second, the US employer must show a need to bring in a foreign worker because they can not find someone in the US.  At this moment, there are lots of gyms that are closed and lots of US citizen trainers who need jobs.

The company is not guaranteeing a job to anyone.  The OP is misunderstanding things.  The company's guarantee is to refund the cost of the course if a US citizen can not find a job afterwards.

Moreover, there are ways to set up online payment channels (PayPal for example) that will allow OP to earn in USD even while physically in their home country. That would even take out the company as middleman and allow OP to receive the funds directly from clients.
