In which country does the applicant reside?  How long has the B1/B2 visa been expired?

Will be very hard to prove that the USC cannot get appropriate care from resources already within the US.

They can always try, but I agree with @Jorgedig, also, this type of thing could be considered unauthorized work as a caregiver on a B2 visa.

The obvious solution would be for the US sister to do the travelling

That's still shopping for a reason to expedite.

 

So if your reason doesn't work,  and you're trying to find something that will work si you can try it, that could be considered fraud.

Emergency reason is a lot more urgent than that what you describe, it is basically life or death situations for family. The Philippines website helpfully lists some examples. Note in all cases you’d need proper documentation.   https://www.ustraveldocs.com/ph/ph-niv-emergencyappointment.asp

 

  • Medical Emergency

    Purpose of travel is to obtain emergency medical care, or to accompany a relative or employer for emergency medical care, or to visit a relative suffering from an immediate, life-threatening medical condition.

    Essential documentation: 

    1. A letter from your doctor in the Philippines describing the medical condition and why you are seeking medical care in the United States.
    2. A letter from the physician or hospital in the United States indicating that they are prepared to treat the case and providing the approximate cost of the treatment.
    3. Evidence of how you will pay for the cost of the treatment.

     

    Funeral/Death

    Purpose of travel is to attend the funeral of or make arrangements for repatriating the body of an immediate family member (mother, father, brother, sister, child, grandparent, or grandchild) in the United States.

    Essential documentation:

    1. A letter from the funeral director stating the contact information, the details of the deceased and the date of the funeral.
    2. You must also present evidence that the deceased is an immediate relative.

1) Expedited will be granted if there is an expedited reason like death, accident, life ending situation. sick can be fever, cancer diagnosis , physical weakness, headaches, pinky hurts,  mental health issues due to covid etc.  so if the reason is not emergency that its not 

 

2) everything else wont be granted expedited tourist visa

 

your best bet is call/email the consulate in your country. Of course the officer will review the documents. Embassies will grant visa if there was a truely an emergency situation. they are humans too and they know what is true and fake.  i know some one who was granted same day appointment at a consulate but it was a true emergency life and death situation.

1. A lot of people in US got sick due to COVID. 

 

2. How are you coming to help someone with COVID? Aren't you not gonna end up contracting the disease too? Best practice is isolation, which doesn't require assistance and if it's that severe, seek medical help as they are well positioned to help. Furthermore, you won't even be allowed close to a COVID patient. 

 

So with just those 2 reasons, I don't think COVID expedite is going to happen in your case

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

Us citizen doesn’t have covid. 
she has uncontrolled HTN, Hyperthyroidism, diabetes, dyslipidemia. 
Medication Non compliance, covid freaked her out she can’t go out now and she’s afraid to, her latests checkups showed everything is uncontrollable recently. And she doesn’t want a stranger to help her.

So the US citizen needs an assistant, possibly a nurse, and since this pandemic is still a long way from over, she needs someone to help for an extended period of time.

 

You can try requesting for an expedite, but based on the reasons provided here, the chances are slim... to none.

Those sound like chronic conditions, someone on a B visa is not going to be able to care for her permanently. It also does not sound like the kind of sudden life or death (she chooses not to comply with medication, she chooses not to have someone help her) situation that justifies an emergency b visa. Sorry if this sounds harsh but these are the objective facts.  If she has absolutely no family or friends in the US that can help her I agree that is a very worrying situation in general, is returning to her home country for the kind of long term help it sounds like she needs an option?
