Oh you mean they arent taking or processing visas until they can come to the US?

Something to that effect.   There are a half dozen or more benchmarks or conditions that have to occur before a country is considered in phase 3

Well, it makes sense, otherwise they would have to plan to reissue a lot of visas.

Because there is a worldwide suspension of routine visa processing, and France is part of the world.

 

Some consulates have expanded the list of "mission critical" visas that they are processing to include spousal visas.

K-1s have not been explicitly noted to be included in that expanded list.

 

Additionally, the Schengen Area 14-day physical presence ban does not exempt a fiance/fiancee at this time. To comply with enforcement of that ban, consulates within those regions may not issue a K-1 visa.

Timeline

Add to that that USCIS is about to furlough 13000 workers and since embassies are not open to interview ,  i would suspect the CO's who interview and process AP's for security checks (in countries other than the USA) would be the 1st to go.  If so,  a skeleton staff of only the most important people are left (the ones paid under the budget of the Federal embassy  and  not paid by  USCIS fees). So, who's going to reinterview those already stuck with a visa? and who's going to interview  the new cases?

Embassies are not part of USCIS. Funding is separate

USCIS budget/staff issues would not impact that part of the process. Those are handled by DOS (even if it goes back to Washington to conduct/organize background checks).
