So basically where does age out occur during NVC OR THE EMBASSY ??

No need to yell.

What is your visa category? Your age is determined when your visa is approved. CSPA may help.

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

Now a US citizen!

Getting back on topic...

Peru is one of the lucky countries that was first to have a hard quarantine with strong enforcement (that continues) and it did next to nothing to stop the virus.

Doesn’t look like we will have our IR-1/CR-1 interview anytime soon. They have no new directives.

The new directive is from DOS for all embassies. However, how and when the embassies start process is up to each locale, I would guess.

Just my opinion, but I believe people are focussing on the negative of this. I imagine with the number of visas that have built up over the past few months, some scaling of the processing would be required; if they are just to start processing them all at once, the bureaucracy of doing this could actually end up slowing things down further and wait times could extend even longer. I personally think the fact that they are now processing some visas should be taken as a good sign; obviously Spousal visas were going to take priority, but even if this gives the embassies  the chance to begin taking care of some visas, by the time they will start processing the Fiance visas, these could actually process more quickly.

At least an optimistic view! Again, I could be wrong, but I believe in the power of positive thinking having a guiding influence in these times.

This is how I view it. It wouldn't make sense to open everything at once.

Excuse me. I meant specifically the Peru embassy has no new directive from Washington because of the Peru Lockdown. I spoke with them directly and they were surprisingly open.

It is a new directive and applicable to all. However, when Peru decides it is feasible to apply it would be up to Peru.

This is just pedantic process bickering. According to ACS in Lima, Washington decides.

You are guessing. I am guessing, but my conversation directly with Embassy says Washington decides. I would guess Embassy reports conditions and Washington approves.

Again, this is not considered normal operations. The message from your embassy says normal operations. I am not arguing. I just don't want to confuse anyone. This decision was from Washington.

ACS has no say on visa services, though. They're physically next to each other so it's certainly possible the ACS staff have some insight, but this is also like asking the DMV what the requirements for an SSN are. They may know as they deal with SSNs often, but it's not really their say either so it's yet another thing to take with a grain of salt.
