I have read that the new DS-5540 is already being used by consulates......so, yes, it is possible that you will be asked to complete the form.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Everyone. You’ll have to upload the DS5540 to NVC when you get there as well as bring it to the interview

Our CR1 Journey:

 

USCIS Stage:

  • Feb 14 2019: NOA1 (NSC)
  • July 31 2019: I129f NOA1
  • Sep 19 2019: I129f NOA2 (Denied - 50 days from NOA1)
  • Sep 19 2019: I130 NOA2 (Approved - 217 days from NOA1)

 

NVC Stage:

  • Sep 27 2019: Sent to Department of State
  • Oct 31 2019: Case number received (34 days since sent)
  • Nov 1 2019: IV & AOS fees received & paid
  • Nov 14 2019: IV & AOS submitted
  • Dec 18 2019: All docs accepted, but one additional doc requested (5 weeks from submission)
  • Dec 18 2019: Requested doc submitted
  • Feb 19 2020: Documentarily Qualified (9 weeks from 2nd submission, 14 weeks from first submission)

 

Interview Stage:

  • Mar 11 2020: Interview letter received
  • Apr 1 2020: Interview date
  • Mar 17 2020: Interview cancelled due to COVID-19
  • August 3 2020: Rescheduled letter received, new appointment August 25 2020
  • August 25 2020: Visa approved at interview! (558 days from NOA1)
  • September 10 2020: Embassy received passport in mail
  • September 15 2020: Passport with visa in hand

 

October 11 2020: Arrived in US!

Where does it actually state it has to be uploaded to CEAC? My portal doesn’t have any mention of the document and to be honest I wouldn’t even be aware of this document if I wasn’t on VJ! I’m not opposed to uploading it I’m just curious what source has instructed applicants to upload to NVC aswell as bring to interview?!

People are speculating regarding the OP's specific situation.  I suspect this speculation is correct, for cases that will be an NVC in the future.  How soon, is impossible to know.  For now, for cases that already have interview appointments, it is wise to prepare the form and bring it to the interview.  Official instructions will come later.

Location doesn't matter, it is a federal form, so no matter what country or state you live in, it will be a part of the visa process.

My understanding is everyone filing the I-130 without AOS is affected. Just not clear when this form should be submitted. I believe this form is to be submitted with the I-864 and visa application after the I-130 petition has already been approved and the case forwarded to the NVC (someone please confirm).

You will see it  on additional civil documents. Since it's there am filling it and will upload it just to be on the safe side.

Hi guys, all of it is a bit confusing. I'm doing a lot of research but I still have some unresolved questions regarding this new DS-5540 form and I hope you can help me with that?

 

I’m a beneficiary of CR1 visa currently living abroad and I never worked in US. So what I should write in part 4 of the DS-5540 form, since it asks about U.S. federal tax and IRS transcript? Should I put 0 (never worked in US), or enter my income I earned in my country for the past 3 tax years?

 

Another question about the insurance after I enter the US: will the tourist insurance be sufficient?
