She's a new driver yes, and I live in a state with very high car insurance rate, that's why I've been hesitant unless she starts driving.

My rate went up several years ago when I removed my deceased spouse.  YMMV.

The algorithms can vary greatly, currently my car insurance is really high given the area where we live and adding young new driver usually doesn't help

You never know if she’s going to have to use the car in an emergency, has an accident and is uninsured. That is going to be very expensive. 
As for the evidence itself, it looks good to me and plenty of people already own the house prior to marriage and are still approved. You can always write a short note explaining the situation.

You can do a quick claim deed to add her to the house. around 50 bucks and pretty easy. Will be a good thing if you end up dead, she will still have a place to live and the house won't end up in probate depending on your state. Some utilities want to see her name on the deed also depending, but it only took a few phone calls to get her added to all my utility bills.

both my Root and State farm policies required her to be mentioned or included on the policy because she is in the same household, but she doesn't have a drivers license either, so it didn't cost anything to add her, but usually once you say your married to the auto insurance, they want to add your spouse. Didn't cost me any extra with geico, root, state farm or progressive thru all the different companies I used over the years.

Both parents being on the birth certificate plus pictures of family events together is a great addition to your proof of a real relationship; just as pictures of family events together of spouses without children is also great evidence. There is no negative consequence toward spouses without children, of course. 

 

You submit what you have. If you have a child, congrats and submit that info ...along with the other evidence. I wouldn't classify it as your biggest evidence. I think they look at the financial documents and your living location (together or apart) the most. (Taxes, medical insurance, medical and financial power of attorney, will) etc. It doesn't have to be all of them.

Thank you this is useful. I can also provide a letter from our condominium association confirming that both of us have lived at said address. 

 

I'm not sure how to get my wife's name on electric statement but I can try if that will make a big difference.

It's hard to predict if you'll be waived or not. We didn't have any red flags, but we got called in for a ROC interview. We were there for about 5 minutes, they asked us very few easy questions (similar to AOS), and he saw his status update with his approval online about an hour later. He got his 10 yr Green card a later that month.

Consider drafting wills, financial and medical powers of attorney, and similar estate documents.  These make excellent evidence for ROC, and they're even more crucial to have in "life."

You can get your spouse a state issued ID with your common address.

You can submit mail received at your home address to both of you'

Some documents have your home address on them like W2/1099 forms, correspondence from school, state tax docs, medical bills, so provide some with your spouse's name and address on them.

 

You can only provide what evidence you have so don't worry too much about a few pieces of "missing evidence" it is really the totality of the evidence that will bring an approval.

Also we have usps informed delivery and I never delete email. Thus we were able to provided records showing usps mail to both of U.S. to same address dating from our I-485 interview. 
 

We showed one image per quarter. Ideally an image that was addressed to birth of us, but otherwise an image addressed to me and an image addressed to my wife.

Just reading through this thread and adding to this comment - before my husband got a U.S. driver's license, I went ahead and added him to my car insurance as a non-driver spouse. So his name still appeared when I printed out the declaration page but it made no change to the cost. I figured it didn't hurt to have as much as possible showing that we were married/spouses. That was for AOS, but still relevant and potentially useful for ROC when one spouse doesn't drive.

 

Here are some things we included in our ROC packet that may be helpful:

• Credit card statements for any joint credit cards and/or documentation your spouse is an authorized user
• Copies of letters, cards, or invitations addressed to both spouses
• Documentation of any joint memberships (gym, Costco, Amazon, etc.)
• Documentation that you're both on the same mobile phone plan
• A selection of photos throughout the marriage (in your case family photos with your child would be great)
• Documentation of any trips taken together since marriage
• Emergency contact sheet from employer/doctor/school/daycare, etc. (either showing you're each other's emergency contact, or you are both contacts for your child)
• Healthcare Durable POA for each spouse (this is easy to draw up from templates online and good to have on hand anyway)
