It takes 15 to 20 years for brothers and sisters of a US citizen to get a green card to live in the US.

And the US citizen should have domicile in the US.

No,  u are primary sponsor and he would be coming to live with u (in 15 or 20 years)

u will need to fill out the forms to show u can afford to sponsor him living in the US

and u need to be doing US tax returns for your income outside the US for all the years not living here just as u need to do when living in the US

After years I’m not sure but if I didn’t came back can’t he go if he granted green card ?

So many things can happen in 15-20 years. Just file the petition. What's the point thinking what you'll do two decades later?

Are you a USC?

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

Sponsoring siblings take a very long time - you can expect it to be at least a 20 year wait depending on where you are from - your sister's son would likely age out as dependent during that time unless he was just born. If you are not living in the US when the visa becomes available there needs to be an additional sponsor for the affidavit of support.

If your sister wants to travel to the US in the meantime she can always apply for a B2 visa which has nothing to do with you at all, but with a pending petition for F4 showing immigration intent her B2 would face harsh scrutiny.
