You can contact the NVC to ask them what to do,  might be ok if the choice of agent is you.

Will you be with your spouse? 

I don't imagine they'd anything wrong with you helping,  but I belive there's a digital signature.

That sounds like it would work.   NVC is still open, I'm case you want to ask them if you can do it all yourself.

you get some one for him  who is fluent in both language to assist him to fill out the form

For the ds160, I filled it out on my computer with my husband on a whatsapp call. Then we saved it, he opened it on his computer and did the digital signature and submitted. I also read about people doing it successfully with screen-sharing apps to work on it together, but we had technical difficulties with that.

Fill out the bulk of the DS-260 online for your husband. Do not hit submit as this needs to be done from outside the USA by the beneficiary.

 

Once you've got most of the stuff entered, you walk your husband through each screen. For my fiancee (K-1 visa app, hence DS-160, I did screen shots of each screen, sent them to her over a messenger (FB, viber, whatsApp, iMessage, or whatever you two use) with explanations. In our case, her English was fine, but she didn't have a PC, and so she was doing this at a friend's office. They printed all my screen shots and pour over them for an hour, then we had a video call to walk through the final steps. She then hit the submit button and of course the rest is history.

 

BTW sorry you got such a rude initial reply. Please make use of the user ignore feature of VJ. This will enhance your experience. And thus you will avoid the temptation to escalate.

They will need to interact a lot to get it done properly.  I'm working with my wife now on her DS 260 and we are together, not remote.  We were surprised at some of the requests.  All residences since the age of 16, which for my wife is 20 years.  That might be quick and easy for some, but for those who have moved around and don't have good records, quite difficult.

Video chat with him as he goes through the form.  Viber, Signal, Whatsapp, Facetime, etc.  Even skype (I never did screen share with skype, not sure if it's a thing)?

 

Go through every line item with him step-by-step.

no,  It must be submitted by the beneficiary, how would you explain it was submitted within the US

Question, How did you do the signature portion for your spouse? I asked a few of my friends who have been through the same and they said the same as you but I’m just not sure how that didn’t cause issues with signing for the beneficiary?

There's no real signing, its type full name in a box and hit submit.

That's just saying you didn't get caught.

"you and each qualified family member immigrating with you must complete the Application for Immigrant Visa and Alien Registration (Form DS-260)"
