Case would be processed according to the Vermont Service Center. Same happened with my case which was filed in June 2019. Still no progress on it.

Cases are routinely transferred between service centers to balance the workload.  With the pending furloughs, I would expect even more transfers.  Our case was transferred from Nebraska to Texas in late 2016.  The transfer did not slow the process for us.  Good luck.

You sent to the lockbox in Texas.   Not to be confused with the Texas service center

YMMV

PD isn't relevant to a CR1/IR1.  A visa number is not required.

First 3 digits of the receipt indicate what center is processing.

it's in Vermont so the question is now should we wait 19 to 45months or the process time will be same 7 to 9 months

Kindly complete your visa timelines if you can in your free time so people can advise you more accurately. There is already a topic existed on this subject. Trust me you can find answers of almost every question related to transfer and Vermont center.

https://www.visajourney.com/forums/topic/731606-i130-cases-transferred-to-vermont-2020/

I filed my spouse and children’s cases in Nov, 2019. USCIS transferred our cases on Feb 23 from TSC to VSC. Although I have seen a handful of people  approved faster from VSC after transfer (check Igor’s list under immigration timeline). Even my son’s case has been approved by VSC on May 5 but all in vein. It’s been 62 days after my son's approval but I cannot move forward because my spouse case is still pending.

I have been told by USCIS that my spouse’s case is under normal processing time of VSC in response to my ONPT request. I also got the same response when I spoke to USCIS level 2 supervisor about his case. This is the most unfortunate part being transferred from fastest to slowest service center. You cannot do anything if your case is struck because you are still under normal processing time.

Lets hope this reshuffle speed up your case.
