It’s not furlough. I talked to a friend at USCIS and they said the email is coming out tomorrow about the furlough. They have to give the employees 30 days notice so it won’t start until August. I’ll check back with them tomorrow about the email. 

they said layoffs start August 3rd so they will know this friday

If no biometrics have been taken by USCIS for an applicant, as it stands currently they’ll have to wait for ASC to open.

There have been some reports of EADs being issued without biometrics right now. They may or may not have reused biometrics from DOS or at POE for the background checks. The cards themselves show the biometric area as unavailable.

I would not rely on this for most caes now, though. On a call, USCIS said they planned to resume ASC services in early/mid July.

It’s really impressive how fast things change at the moment - info that is accurate one day, is outdated on the next. Makes me struggle recently to even post responses since bad advise is less helpful than no advise at all. Thanks for the correction!
