You could look up data on the old site by simply knowing the case number. So my guess is it simply scraped by guessing case numbers. 

 

For the new site, you can only get updates to cases after logging in so they blocked sites such as that one from being able to scrape the data.

Also, the I-797 came with dates stating "Valid from 09/06/2018 to 01/05/2019". Is this something I should be concerned with if we can't schedule a consulate appointment before then?

yes this process teach you how... be patient and understand that we cant be frustrated for things that are out of our control.. Be away of your beloved one is bad but also this waiting game is a test for us already! if you wanna be with your beloved one, there no distance, no time that can fight against real love! So time to learn something u have always wanted to learn!

It's not completely accurate except for number of filings per day due to the new site vs old site stuff but it does show there is progress into March! I'm not sure how often they scan though. Doesn't seem to be too frequent.
