Why will visa be rejected after asking few questions

A client of mine had his interview here in lagos and this seemed like the shortest interview ever.

CO: can i have your passport

my client: (passed it)

CO; Why are you going to florida

my client: To attend xyz conference

CO: (started typing) then gave him a refusal

it read 214b

which means immigrant intent.

my client has no relative in the US, never been to US, has a job here with good pay.

though he won the lottery 5 years ago but was denied.

my question is, if someone had shown prior interest in living permanently in US.

does this mean the person remains an intending immigrant for life?

I know someone who once applied a tourist visa to USA and he was denied and the reason was for having family ties in the US, while in fact he does not have even a single relative there.

EVERYONE who applies for a tourist visa to the US is assumed to have immigrant intent, you have to convince the CO that you will without a doubt return to your country

Usually a CO would have already gone through the documents before he starts to interview. He might have already looked at the correlation between his job and the conference and the need of travelling to US just for the conference and could have found a small to NO correlation. He had already made up his mind before interviewing your client.

He must be a "visa agent" who takes money from people not comfortable with filing and now wants to tell his client what happened with his money. Immigrant intent is assumed, what did the client take to show that he was compelled to return ? People leave jobs everyday to move to a better place.

Another fairy tale about a CO asking either zero or one question, then denying an application...utter nonsense...no interview would be conducted as described....total baloney. This 'client' was certainly asked several questions, and likely gave inconsistent answers to one or more of those questions, thus he never established his credibility....then, to make it look like it was the CO's fault that his application was denied, the client tells this tale of woe, trying to make it sound that whatever happened was not the fault of the applicant....who makes this stuff up?

When an applicant claims to be wanting/needing to go to some conference, the next several questions posed will be testing the applicant to see if the trip itself makes any sense or if the applicant has just responded online to the conference registration form (trying to make it look like the applicant is important or necessary for the conference to succeed) - my guess this is where the client fell flat on his face, unable to provide a coherent and believable explanation as to why his presence at said conference was so vital...

i am not a visa agent, he also did not use an agent, i just happen to read a lot about immigration and tends to have lots of people being referred to me for advice.

i believe this may have to do with the circumstances surrounding why he was denied the lottery visa.

according to his transcript, he was not asked much, so how will he prove?

Co doesn't owe him anything. Nigeria is a high fraud consulate. He likely won't be going to the United States anytime soon

Interesting you said Denied about the DV Lottery not he wasn't selected. Did you ask him why was he denied? Maybe he said he was married and wasn't. Had kids and he didn't.

Maybe he has been online talking to a "Girlfriend" who's in US.

And a Farmers conference why in US. Farming is much bigger in Africa surely he could have went to one there. So many variables. But HFM181818 is correct the CO would have asked him about the conference, farming something. I was in the embassy in Lagos and listen to many get quizzed about their knowledge of the subject whether it was for a student visa or business visa.

your 'client' has something running out of his ears....he was not asked one silly question, then denied. That did not happen. Even the most fraudulent of fraudsters are asked several questions (because their answers or lack thereof provide insight to sorting out other fraudsters more rapidly and accurately...)..your client wanted his denial to look as though he did not get a 'fair hearing' - and this excuse, the CO asked only one (or none!) question, then denied my application without letting me say a word nor present even one fake bank statement is the most common one told to the applicant's friend/relative or visa fixer.

Of course, it is possible that your name is well known at our embassy in Lagos as someone who provides 'invitations' to 'conferences' that are either bogus or have no real relationship to whatever it is that the Nigerian applicant really does in beautiful downtown Lagos...few people have the resources from Nigeria to fly thousands of miles to the US, put themselves up in a hotel and pay entrance fees to conferences on topics or sales pitches for items that they could not possibly afford to buy....that's where the disconnect is....what, is this client going to go shopping for a dozen John Deere tractors? With what money, other than, of course, the proceeds from one of those Nigerian lottery scams?

All intending non immigrant entrants to the USA must be able to overcome the presumption of immigrant intent at the time of entry. The burden of proof is on the applicant. Having prior immigrant intent doesn't make that impossible, but it certainly doesn't make it any easier.
