Getting a security clearance with a foreign spouse depends on many things.  The country of the spouse , how close they still have to that country and what the actual assignment.  A lot of the money spent in clearing a person is background checks but a person can get cleared for one project and still not be allowed on another.

To whom it may concern    I would like to invite my husband I just met to come to the US to be with me with a visitors visa.  He has already given me a lot of money so the trip is fine.

No matter how many hours a day you spend talking online you never really know someone until you get some face time in.  Going over there for a short trip and marrying is a very bad idea. You will need a lot of face time to overcome a 29 year age difference.  With that difference I assume you are past child bearing age and that is a huge red flag.  Humans want to reproduce in general, for a young man from most cultures that is a sign of their manhood and not something they would toss aside for "love"   If you are not staying st least a month when you travel I would suggest not marrying until a second trip otherwise you have about a zero percent chance at getting a visa the fist time around.

Traditional marriages can get you in a bind at the embassy. The officers know what local rules are.  In Nigeria paying bride price can make you too married for a K1 because it is a obligation that makes you committed .  So a traditional marriage in the US could cause issues at the embassy.   The best path is , no marriage until the first marriage is over then get married  If you have a traditional marriage while he is still married and you get a officer with a bad mood they could demand you terminate ( annul )  the first commitment and then remarry.

If he were to marry you here and then want to immigrate later he would have to answer the question on the immigration forms  about committing crimes even is he wasn't charged for any.  That is the catch 22 that could make him ineligible for immigration benefits ( unless the current social foolery continues where crimes don't count )  .  As long as there is a marriage in existence prior you can not use any "marriage"  during that time to bring him here.  However if you have a marriage that isn't good for immigration you have to end that and create one that is good.   He will not be able to coat tail om any benefit you have as a spouse until you have a legally recognized relationship in the eyes of the US>

Having a wife that is an overstaying a visa and has had children in the US ( are they his  ?  )   I can't think of a single thing that would overcome the presumption of immigrant intent .  Any officer that would grant a visa under those conditions should be sent back for retraining.  Sorry but any non immigrant visa is a no go until there are more ties to his home country than the US.   Maybe your friend and the kids could all move to a 3rd country with the husband for a decade or so .

You had secondary motives for your trip that you didn't vocalize.  But you didn't lie and even if you had told the whole truth it wouldn't have prevented you from getting a visa.  A material misrepresentation is a statement meant to get a CO to give you a visa that you don't qualify for.   I know someone that tried to bring a much older sister over as his mother ( immediate relative )  and they were asked for DNA which showed she wasn't his mother .  Needless to say that was material.  Other cases aren't as extreme ,  maybe you omit ticking off having a criminal record that would cause the visa to be denied.
