Honestly I don’t think he’s gonna be able to get out of this one. It’s not like he was smoking a couple of joints with his buddies or something. He was selling drug, apparently near a playground? With children around? To be “blunt” , I think he deserved what he got. The system works and we prevented one drug dealer from entering this country.

Put a hotel address or any other valid street address to be able to submit the application, then update it to the actual address for your green card to be sent to either at interview or at your POE when you finally land.
I’m a little puzzled by your post to be honest, this has been both done and discussed with very little controversy many times. A P.O. Box is not an acceptable address, and you can’t submit electronically without an address so neither of those are options.

Forget RapidVisa, so many sad stories on here who have used them.
Does sound like you need a Lawyer and the CR1 will be the best option.
You can marry, apply for an Immigrant Visa, you will need to be the Sponsor, of you can not meet the requirements than you can use a Joint Sponsor - Family or Friend is common. They need to be a USC or LPR.

Perhaps I can help as a Grandparent, the big advantage is that you always have the opportunity to give them back.
There are lots of people on here who have connections to other countries where labour costs are significantly different to the US and would love to bring in a relative who would work for board and lodging or very little, obviously not something the Government would want to encourage.
I would have thought a 2 month trip every year is unlikely to raise eyebrows, certainly with my Mum Travel Insurance became a limiting factor, but she was probably older and had medical issues.

Having a (Dutch?) ex BF, travelling extensively, not ever working, living on support and hanging out in clubs not even knowing English enough to maintain a social conversation is perfectly legal but may not look good. This is not something average Ukrainian girl does and they know it. Is there any age gap or other red flags, like a short courtship, quick engagement, one visit etc? Isn't a 'pink slip' a request for more evidence? Apparently they have doubt about your relationship and would probably want some more information, other than perform more background checks. Did they request anything at all? IMO, an attempt to contact the CO directly will not be of any help. They proceed strictly as per their manuals and personal contact, if not requested and/or authorised, is not welcome.

Sounds to me like they have doubts about a bona fide relationship.......for whatever reason. I would let this play out on its own for a month.......But if, eventually, they send it back, there will be no chance for appeal.......If they send it back or deny at the consulate level, I would immediately withdraw the I-129f, marry her there, file a CR-1, and start building quality evidence for a bona fide marriage......just my opinion.
