    You can’t schedule an interview if your case is not at the consulate. When it shows “Ready” then it means it is at the consulate and you can go ahead with scheduling the interview. Interviews are self scheduled. For now, you will have to wait until your case departs NVC.

    I’m pretty sure the wait is shorter but she will have to show residency/long term visa to ask for a transfer. Can she get such visa/residency in Saudi Arabia through your work visa?
