K1's always go to CSC first.  If there is an issue like Adam Walsh Act Crimes it will get transferred to Vermont.
 
In Mexico all K1 and CR1/IR1 interviews are in Ciudad Juarez.  Other than residents of Mexico City,  all of the medicals are done in Juarez at one of two physicians.  You can do the medical the day before the interview.   We flew in on sunday night, did medical and biometrics on monday, consulate on tuesday and flew out wednesday.

When was this?  Two and a half years ago it took me 3 days and that was paying all of the expedite fees.

Fill out the DS-160, pay the fee, do the CFO, schedule the medical and interview.  Or wait for the lawyer if you are in no rush.

The use of MVD records I think would also extend to immigration cases in addition to the TTPs.   I know that things on my MVD report never appeared on my FBI report.

You can ask for an expedited EAD with a job offer.  Marry quickly, file the AOS package quickly, and you can probably cut that time down significantly.

You need the birth certificate to start.  (get a bunch of them while you are there)  If you are there for the interview it is helpful but not required.  Being on the birth certificate and proof that you were at the same place for conception is often enough.   If they were to ask for DNA it does delay.   Getting passports at bigger consulates is usually pretty fast.  
 
Don't worry about the SSN as it is easy to get stateside.
 
Don't forget the child will also need a Filipino Passport to leave and enter Philippines.

You should keep a copy of it in the cloud.  I've put all of our documents on g-drive and it has saved our bacon more than once.
