I couldn't open one without Mary or without an ACR card.  So I'll guess you will have a hard time unless you open one with a citizen.

I wonder if they'll allow me with my mother, unfortunately for my husband, he can't be in it then😁

I tried to open one in the Philippines as a US citizen, and they wanted me to show an Alien Certificate of Registration Identity card. I didn't have one and didn't want to fill out the paperwork and pay $50 for it. My Filipina wife (Philippines citizen) tried to open an account with me being a joint account holder. Still needed the ACR-I card. We tried Security Bank, BPI, BDO, and China Bank. A few years ago, a new banking rule was passed about requiring foreigners to have this card to help prevent money laundering (so something like that).

As said already .. foreigners need an ACR card and/or LTO.

Do you have a gov. ID (picture) from when you lived in the Phils?   SSS card, LTO or even the Postal ID (as it now has a picture) is acceptable.    If you have any of these you could potentially open a bank acct  ;)

Without proper ID doubt you can't open one with your mother, but your mother can open one on her own and you could use it.

ACR Card is super easy to get. Take a trip to BI in Manila, while waiting for the card do touristy stuff. It shouldn't be more than 2 hours. There's a Starbucks right there, and many restaurants. It's also handy because then you can carry that around instead of your passport.

When was this?  Two and a half years ago it took me 3 days and that was paying all of the expedite fees.

Last time I got one with a visa extension, I think it may have been under 2 hours.  If you want a real good time get an ECC.
