When my PLDT connection works,  it is actually faster than my USA connection.   For me, the only issue had been downtime.  When it goes down, sometimes it's 2 to 3 weeks before it is repaired.   

I didn't.   The USA has no such document. CFO should know this.

A statement of intent to marriage from both is recommended. 
 
Asking for parental permission?  They don't care. 
 
You need to validate all your questions against official USCIS information and instructions. "I've heard" can be a really bad source of information,  right up there next to YouTube and Facebook.

They didn't do routine k1 interviews for more than a year.   The backlog is very long in an already very slow consulate

Not required,  howrver if you choose, you can send a letter to the service center handling the petition, noting the case number and asking it to be withdrawn.   Since your parents have separate case numbers so this would not have any affect on your mom's.
