Philippine CFO - Certificate of No Marriage Question

Timeline

Philippine CFO is asking a proof of no marriage from me, the US petitioner. I have never been married before and when I contacted my county clerk, they had no idea what I am talking about. 

 

Some quick googling, I found a template for Single Status Affidavit Form that I have to get notarize and apostille.

 

Has anybody done this before? What are other forms of proof of single status?

I didn't.   The USA has no such document. CFO should know this.

August 7, 2022: Wife filed N-400 Online under 5 year rule.

November 10, 2022: Received "Interview is scheduled" letter.

December 12, 2022:  Received email from Dallas office informing me (spouse) to be there for combo interview.

December 14, 2022: Combo Interview for I-751 and N-400 Conducted.

January 26, 2023: Wife's Oath Ceremony completed at the Plano Event Center, Plano, Texas!!!😁

February 6, 2023: Wife's Passport Application submitted in Dallas, Texas.

March 21, 2023:   Wife's Passport Delivered!!!!

May 15, 2023 (about):  Naturalization Certificate returned from Passport agency!!

 

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Yeah, it makes no sense asking for it after passing all the requirements for the visa. Thank you though.

Different government independent of the visa process simply trying to stick their nose in.

I never heard of this from CFO.

 

When I got married in the Philippines, I had to go to the US Embassy to do an Affidavit, because it is correct that the US does not have such a document.  In the attached PDF, page 2 is the Affidavit I have.  Actually I did not go to the Embassy because back then the Embassy had outreaches.  Cost me $50 to have the document created and notarized by the Embassy notary.

 

Again, I have read many stories about CFO, and this is the first time I have heard of this for CFO.

I've heard of an affidavit of eligibility for marriage being asked as a requirement for a foreigner to marry in the Philippines.  But not by CFO.  If CFO is asking, maybe they suspect a previous Philippine marriage for some reason.  Foreigners can get a CENOMAR or Advisory of Marriage from PSA.  Maybe that's all they want if it doesn't create any problems.

 

 

I recently heard of the NEW LATEST, all time weirdest, totally no one could make this s#@t up, requirement from a CFO counselor.  Apparently the counselor found out the foreign fiance had a know Filipina ex-girlfriend.  So the new fiancee, who has applied for the CFO, was told she needed to contact the ex-girlfriend and get an affidavit from her about the reasons she broke up with the foreign boyfriend.  I never heard the outcome though.  I can't see how that could possibly end well.

Maybe they want one from the PSA? I would email the consular and tell them America has no such document and ask if she is requesting that you get one from PSA.

This is the ridiculousness of the CFO process.  The stories abound on some of the dumbest requests.  Many of its just arbitrary as well.  No rhyme or reason to any of the questions, no standardization.  And this has been going on for more than a decade +.  It all comes down to the Counselor someone is assigned.  My son is from an ex-Filipina girlfriend, but CFO counselor knew this and the only question on that matter was if my fiance had ever met him which was obviously yes since both him and I were listening in on the CFO interview.  Its treating 25, 30, 35, 40+ year old people like children.

 

The CFO is broken down by country where the applicant is going.  If they were to provide information to the interviewees on domestic violence and what to do, in case there is a fire, or if they are in an automobile accident (which the process is different PI vs. US), banking and how to manage money, importance of tax filing in the foreign country, potential cultural differences, etc etc etc then there would be use to it.  It would be closer to a cross-cultural training session which is what many expats get when they move to a different country, minus the domestic violence topic.

The United States is now a country obsessed with the worship of its own ignorance.  Americans are proud of not knowing things.  They have reached a point where ignorance, is an actual virtue.  To reject the advice of experts is to assert autonomy, a way for Americans to insulate their increasingly fragile egos from ever being told they're wrong about anything.  It is a new Declaration of Independence: no longer do we hold these truths to be self-evident, we hold all truths to be self-evident, even the ones that arent true.  All things are knowable and every opinion on any subject is as good as any other.  The fundamental knowledge of the average American is now so low that it has crashed through the floor of "uninformed", passed "misinformed", on the way down, and now plummeting to "aggressively wrong."

I agree with top-secret and Commish 10, submit your CENOMAR and your tax return to the CFO.  That should satisfy them.

You’re right.  However, the CFO really doesn’t want to know whether you’ve ever been married.  They want to know if you’re currently married, and a tax return doesn’t prove that either.

 

Years ago, there was a CFO employee that kept asking for proof that you weren’t married. It seems that there is another one now.  Back then, submitting your tax return solved the problem.

 

If the petitioner is a Pinoy who became a U.S. citizen, or is someone who has a Pinoy-sounding name, the CFO might be looking for a CENOMAR.

 

The CFO would be unnecessary if the U.S. Embassy simply handed out what-to-do-in-case-of-abuse flyers to each visa applicant.
