No Marriage Picture, Visa Application Being Questioned by Consulate

Maybe your friend and the USC spouse should join the forum.

It appears you are not able to answer simple questions about the relationship:

How often they have met/ When the husband last saw her/What the plan to do if the visa is refused.... is he willing to move to her country?

But, they can both get great advice on how to show the relationship is genuine. 

It will probably take more time and more money. 

I'm thinking more time spent together IN PERSON is what they need.

The solution for this is to pay a bit ( maybe a lot ) more and get annulment for this marriage. Remarry and file again. 
After annulment, 
US Citizen can fly there and they can do a Utah online marriage while they are together. 
At new filing explain the first marriage was annulled as an invalid proxy marriage , this allows them to come clean , so to speak and have a chance to get the visa.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Costs about 5K and takes a few years to get out of a marriage in the Philippines. It's a nightmare process from my understanding. My friend got roped into it years ago, and it cost him some serious money and bribes to get out of that.

Hopefully OP realizes he just saved an additional  $5 K on the US side …approx cost to shake hands w immigration attorney and find a good one that will not argue uselessly that “ paper certificate is legit” .

paying someone to register a fake marriage is bad enough

but trying to use it for US immigration is misrepresentation of the facts

Read the part under Fraud as all all the facts for fraud your cousin did 

 

Additionally, misrepresentation of a material fact may lead to other adverse immigration consequences. For example, if the beneficiary commits marriage fraud, it may have adverse immigration consequences for both the petitioner and the beneficiary.

Citizenship Complete!

Yes, but they have already misrepresented what seems to be a material fact.  Could be a lifetime ban.  Very possible the petitioner in this case is either in on the fraud, or not part of the case at all.  Bad.  Very back

Your probably right, this was 15 years ago, so figure 8 to 10k now.

Sometimes it's not all unicorns and roses, and lies cannot be overcome.  I suspect this is why there are warnings on petitions (and all federal forms) requiring signatures about attesting that the info submitted is true.
