Apply for what?

it’s not clear from your post. Are you asking if she can leave the US with I-551 visa stamp or if she can enter Denmark with I-155 stamp? If it’s the second, then no, US immigration documents do not apply for entry to the Schengen countries. If she’s a Pakistani citizen, she needs a valid Schengen visitors visa.

Apply for Schengen private visa.

Even if I apply for visa, do I need to take permission from immigration officer? Someone also suggest me on other website about 131A

To visit Denmark for 3 week

You’re gonna need to research Schengen visa requirements as it has nothing to do with US immigration. A quick google search shows that you can submit a letter of sponsorship with the sponsor’s bank statements (I assume you’d be the financial sponsor for your mother).

Its form I-131, not I-131A and it’s needed if you’re planning on spending more than a year outside of the US.

I am not too familiar with the Schengen visa process.  Looking at the form, it seems pretty straightforward.  You would check Yes for question 20 and indicate she is a US LPR along with her A number and the expiration date of her current LPR document would be 12 months from when she entered the US.

Sorry, I saw what @powerpuff responded, unless your mother plans to spend more than 12 months outside the US, there is no need for the I131 Re-entry permit.

She would not be able to stay over the 90 days with just the visa

Foreign nationals who are required a visa to enter Denmark and who intend to stay in Denmark for more than 3 months must apply for a residence permit prior to arriving in Denmark. Please note that if you apply for a residence permit and visa at the same time, your visa application will be turned down.

she have to create itinerary / travel plan and apply the schengen visa with sponsorship letter from her daugther/family who live in denmark

no one can answer your question about can she travel to denmark for 3 weeks or not. every case is different, depend on the itinerary that she submit, it will affect the validity of the schengen visa that she got. especially if she never go to denmark/schengen.

i know some people only received 1 month validity for schengen visa and the date is very strict ( usually following the itinerary that she need to submit in the beginning)

5 years ago i travelled to schengen countries for 86 days, i have to submit flight ticket ( i booked it but i didnt pay it yet ), itinerary, and they gave me exactly 86 days without any wiggle on my travel plan from this date to this date. i can only stay of max 90 days anyway in 1 year in schengen countries ( for the whole schengen countries, not individually countries )

she can always travel outside US for 5 months, but it wont be in denmark the whole 5 months.

My mother has been in Denmark before .. her green card is in process. So just want to confirm that leaving US for less than 5 month won't cause any issue? Right?

Is i-551 is equal to green card

Are you not reading the replies in this thread?

Her ability to get a visa for Denmark is unrelated to her GC status here.
