War a valid reason for expedition?

Is it possible to expedite a petition because of war? My wife's adult son is in Kharkiv, Ukraine and considering the current state of affairs there we wonder if this might be a possibility.

So he was petitioned for before he turned 21

 

You can certainly try but take into account even if approved and expedite is quicker not quick

everyone is asking and the embassy says the following

 

We understand that many U.S. citizens have questions about emergency visa services for their family members.  The consular section continues to operate normally, although we have refocused our priorities on assisting U.S. citizens and their family members.

 

and under emergency requests it says:   mainly this is for B1/B2  but i would take it that they are mainly concerned with getting US citizens out of there 

 

Please do not submit a request for an expedited appointment at this time unless you plan to travel to the United States within three weeks of applying for your visa.  If your estimated travel time is not within three weeks, your request for an appointment may be denied.

 

Not sure where a person would interview (in future) if US closes the embassy

War is not a listed reason but humanitarian aid is.

 

Unfortunately, threat of war doesn't seem to qualify.

You can always apply for an expedite. All they can do is say no. No one here can tell you if you will be approved or denied. Just keep in mind that if something happens Kiev will reduce staff immediately if they haven't started to do so already. Also, expedited does not mean immediate.

Not a newbie but lost my old info years ago) I have been through this process before --all the way through naturalization-- This site has always been a great help to me.

Considering that the consular staff have been moved and the state department has stated it will not be able to help even American citizens, I don't see it.

Flights are starting to be cancelled to/from Ukraine.  Our flight to leave Ukraine on Valentine's Day was cancelled yesterday.  More and more airlines are cancelling flights.

Several in the Ukraine regional forums have tried to expedite but were denied.  You can try with the new developments.  I always thought when businesses react, like commercial flight cancellations, then it's a sign things are getting really serious.

 

For peace of mind, it might be a good idea to help him move temporarily to the western part of the country?  Lviv or Ivano-Frankivsk?  I don't know what ties he has to Kharkiv, but since you guys are planning for him to immigrate, perhaps moving westward now is a good idea.

I already tried and was denied. They only care about the USC petitioner.

Timeline

As my son in currently hiding in his basement with sounds of bombs going off in the city of Kharkiv, I went to uscis website to inquire about expediting and notice this new case status "Case Is Being Actively Reviewed By USCIS". What does this mean? Could this be related to the war?
