Unfortunately, a withdrawal cannot be unwithdrawn.  If you still want to be married and together in the USA, your only option is to start over by filing a new petition.

I don’t think you should wait for that. They can take a really long time to do that, they might not even send a confirmation but they will know, it’ll be in the system. 
 

There is no official letter of withdrawal. Sending them a message on the public inquiry page is sufficient.

they would if that was the email ID the petitioner supplied with the petition and the one NVC used to inform the USC of the new case # (who else would know the case #)
