Kayak also now does reservations.

Highly doubt its airlines responsibility or fault. How will morocco authorities check if Schengen Transit will allow OP to board or not ? Considering OP's had a valid visa and airline ticket there was nothing that Morocco authorities can do as OP's first destination was Schengen. 

 

I have seen this play a lot of times. Even if OP's was checked through directly to US, Schengen airport authorities still will verify that OP's is eligible to enter US irrespective of Moroccan authorities letting him through.

Parents of USC children are already exempt: "any alien who is the parent or legal guardian of a U.S. citizen or lawful permanent resident, provided that the U.S. citizen or lawful permanent resident is unmarried and under the age of 21"

Only a few IV posts have posted something about K-1 NIE on their pages and even then they have the discretion (within reason) to deviate from what is publicly posted.

 

Also, the terms "national interest" and "as determined by" give DOS and DHS wide latitude on both certain classes of aliens and specific aliens. For example: https://www.dhs.gov/sites/default/files/publications/20_0522_national-interest-exemption.pdf "Based on the benefit live sporting events provide to the national economy, and the need for these sporting events to have full access to their athletes, support staff, and team and league leadership, I hereby determine that it is in the national interest to except from Proclamations 9984, 9992, 9993, and 9996, aliens who compete in professional sporting events organized by certain professional sporting groups, including their professional staff, team and league leadership, spouses, and dependents. I will work with the professional sporting groups, including MLB, the NBA, the PGA Tour, the NHL, the ATP and the WTA, to identify the specific athletes, essential staff, team and league leadership, spouses, and dependents covered by this exemption."

He is still in the Madrid airport waiting to see if iberia will put him on the one flight that goes to Casablanca today or if they will make him sleep in the airport without access to food (the area he is confined to has no where to get food) another full 24 hours.

 

Not heard anything from my senator yet, but I don't expect anything to come of it tbh. Right now the goal is to get him home asap, then rebook for 14 days out.
