His sister, his mother are not relevant to a Tourist Visa application.

2 issues...

1) It's arguing out both sides of your mouth. It's a strong tie...but we also have a plan when he immigrates. Strong ties are not something one can easily or quickly alter.

2) As noted, it's not something they will ask about on the DS-160 and usually the decision is based on the information on the DS-160.

US immigration officers take the word "fiance" very seriously because there's a visa for that - the K-1. If he truly is your fiance, getting a tourist visa will be extremely difficult.

You can still try for a B2, you'll only lose the money for the interview if he's rejected. As long as he doesn't misrepresent himself, there's no harm in trying.

Agreed - if you have the $160 + time/travel expenses to spare, no harm in trying. There's no ability to get on if you don't apply.

Just don't lie. Avoid any "visa agents"...they both aren't needed and are unhelpful, but far too many actually create major problems later by completing something incorrectly and it comes back later.

IIRC, the DS-160 asks about any US relatives. FIANCE/FIANCEE is an option.

Then, when he can, he is going to need to convince the interviewing officer of his intent to return to Ethiopia. A good job will help a lot; you are a tie to the US, so he needs a strong “offset” if you see what I mean. Caring for his mom is not a real tie if he not only has siblings there who can but has an intent down the line to emigrate to the US. Unfortunately I can see a fair chance of denial (not certain, I don’t know job etc). Second best option might be to see if he can get a visa to Canada & your family can maybe meet him in Vancouver?
 

With the current travel bans none of this will happen anytime soon though.

Yes, exactly. He can still apply for a B-2 but he will have to select FIANCE/FIANCEE as @geowrian mentioned. If he doesn't mind risking the money and time to apply for the tourist, he is still allowed to do so. I just think the chance is extremely slim.

Well, a couple years ago, I knew folks who literally applied for a Canadian tourist visa by mail instead of the obligatory in-person interview the US one requires, so by that definition, yes it is easier. Whether or not the chance of being issued one is higher or not is another question.

honestly, he is from a high fraud country he has no job and lives with his parents. he can apply but he has no reason to go home after so therefore, the likelihood of getting a b2 is very low.  i would say impossible.  unfortunately, you need to continue to visit and determine if he is the man for you. if he is, k2 or ir1.  he will not get a non-immigrant visa.

The fiancé has a tie and eventual immigrant intent to the US. He does not have the same tie and immigrant intent to Canada.
