There is always a chance, but the probability of actually getting one will be very low.

There is a chance.....but you will have to convince the Consulate Officer that you intend to return to your country, and that you don't intend to enter the US via the B2 to adjust status.........might be a high obstacle to overcome..........good luck.

August 7, 2022: Wife filed N-400 Online under 5 year rule.

November 10, 2022: Received "Interview is scheduled" letter.

December 12, 2022:  Received email from Dallas office informing me (spouse) to be there for combo interview.

December 14, 2022: Combo Interview for I-751 and N-400 Conducted.

January 26, 2023: Wife's Oath Ceremony completed at the Plano Event Center, Plano, Texas!!!😁

February 6, 2023: Wife's Passport Application submitted in Dallas, Texas.

March 21, 2023:   Wife's Passport Delivered!!!!

May 15, 2023 (about):  Naturalization Certificate returned from Passport agency!!

 

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

You can apply, sure.  But they will assume that as you left before adjusting status, you will try to adjust status from a B visa......

Oath: March 22, 2021 COVID-style same-day oath

May I ask why you left without your Green Card? You can definitely apply but as others have said very low chance since you have a spouse in the USA. You may have to start all over again with the CR-1/IR-1 process.

There is little to no chance for you to get a tourist visa under these circumstances.
 

Applying for one won’t affect the outcome of a future immigration petition or immigrant visa and sometimes christmas miracles happen, yes even in Tunisia so there is no harm in trying.

I asked how I can go back to visit my husband. I thought he would move with me after I left but he couldn't so I want to be able to visit him at least

Like most responders have said, you can certainly try, but the chances are low.  COs have to assume by law that you plan to come to the US on a B2 and stay, so it will be up to you to prove otherwise via your ties toe your home country.
