you are right the 2018 would not be done in time for an IRS transcript

and before april 15th,   2017 is the one they want

what does she mean "did not file out?"

doing 2017 taxes she would have signed a tax return and either paid taxes or gotten a refund (normal unless what she paid in was exactly the tax owed)

go to the interview

you will probably get a notice to provide the needed tax document

that is the best you can hope for at this point

She needs to do her 2017 and 2018 tax returns

proofing she has the needed income to support you is one of the most important parts of the interview

for now have her get a letter from employer with work history (date started to present) with income received and send to you with copy of her 2017 W2

other countries do accept this

morocco probably will still ask for tax returns but you can try the letter and W2 as your time is limited

Best if the USC posts and explains the situation.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

All she needs to do is go to any tax preparer or online service, and file her 2017 tax return, TODAY, and sign it and file it electronically, then print, scan, and send you a copy of it via email with a copy of the W2 so you have both for the interview.  No need to wait 3 weeks to file a tax return from 2017 when it was due almost a year ago.  She may have to pay a penalty as well for not filing.

Morocco will (if they intend to approve visa)  put the case in AP as they like to see IRS transcripts

it is too bad this is not like CR1 and seen at NVC stage

then no one would be caught off guard at the interview
