You can travel once you have your I-131 receipt and you need to come back for your biometrics appointment.
It is 50/50 whether your re-entry permit will be issued before your 2 years of travel are complete.

Usually the biometrics for the I131 will come up anywhere from 2-6 weeks after the form is submitted. It all depends on how busy your local office is.

Note that I-131 is the form to apply for a travel document, not the travel document itself. You fill it out and submit it to USCIS along with the required documents. Once approved, you will get a travel document, such as the I-512 Advance Parole (AP). You present a valid AP along with your passport to be allowed back into the US if you leave.

Hello everyone,
As some of you may have seen from a very recent topic I posted, I am in quite a bit of a predicament.
I activated my IR1 visa on the 27th May and stayed in the USA for 10 days (this was never my original plan, I was originally supposed to move in with my soon to be ex husband but things took a turn for the worse- refer to my previous thread if you want to know more). I then returned to the USA on the 29th June for 2 weeks, I returned to apply for a re-entry permit which cannot be filed if you are outside of the states.
I am now back in the UK, waiting on an NOA1 for my i131 and waiting on an appointment to provide my fingerprints. I have not received an SSN yet which means I have not been able to open a bank account and I am struggling to apply for remote jobs without this. My plan is to wait for my biometric appointment and return to the USA to provide this, apply for a bank account, apply for a driving license and get a California ID.
I am just worried that I will face scrutiny because since receiving my approval this year, I have made 2 short trips to the USA. I do not want CBP to assume that I am abandoning my residence. It is my ultimate plan to work and reside in the USA but I have had to face terrible factors at the last minute (abusive/threatening spouse/mothers health deteriorating) and I am trying my best to balance it all.
Can anyone provide any insight as to whether waiting for my biometrics is a good idea? Is the 6 month rule now being counted from my last trip (29th June - 13th July) or from when I activated my visa?

Wow, that sucks. Well......you could print out that notice, and in lieu of transcripts provide complete W-2/1050 + all schedules. I do not know details of how uploading docs to NVC works (did a K-1), but this sounds like it will be impacting enough people that there will have to be an acceptable alternative until IRS resumes transcript services.

So UPDATE:
April 22nd, Case was sent to NVC
April 29th, Case was received.
May 30, Sent an email to Nvcexpedite@state.gov asking for a case expedite AND case number expedite. I also attached the same medical documents that I had sent to USCIS
May 3rd. Received an email response from NVC that my request is under review
May 7th. Received a Welcome Letter email from NVC with case number and Invoice number.. logged in and paid fees. Also received expedite request response stating my case will be expedited After completing DS260 and civil documents.
May 9th Status changed from IN Process to PAID
Submitted both AOS and IV application with required documents.
Also sent NVC another email stating applications are completed as required and for review to be expedited.

I am a new member to this community, so, I apologize in advance if this topic or similar has already been discussed.Though, I did try to search for similar but was not able to find.
So here is my situation:
I am a US citizen and got married in Dec 2011, came back to the US in Jan. 2012 and filed I-130 for my husband for which I have received NOA1, my service center is Vermont. I am living by self in the country and found out I am pregnant and this is a high risk pregnancy.
I requested an expedite for my husband's I-130 on the phone on the basis of high risk pregnancy, and I received the following response from the USCIS:

U.S. Citizenship and Immigration Services (USCIS) has reviewed your request for expedited processing of your application or petition based on medical reasons. In order for USCIS to grant the requested expedite, you must submit documentation that supports your claim for an extreme emergent need.
The documents may include:
-- A letter written by the attending physician that describes the patient's current condition, diagnosis, and prognosis.
-- A letter written and signed by you that explains why your application or petition should be expeditiously processed.
-- Any other information you feel will support your request for expedited processing.[/size]
I have to send them the requested docs in 20 days from the date of I received this notice (2/13/2012). I have talked with my Dr. and he is more than willing to help me with this, but he is asking for a format or some sort of "example" for the letter he would have to write. Has anyone gone through this procedure or have any info on how this letter should be written? Any type of help would be greatly appreciated. I again urge the community members to give any help / suggestion possible to put this together.

Great news to share today! FINALLY, we were approved yesterday! Almost 400 days later and I called USCIS this morning and spoke with a Tier 2 Officer and he said our case was approved yesterday. He also told me the website basically never updates...and I was like...then what's the point of the website? LOL. But anyways, so happy we're approved. Hate that it took as long as it did but finally, we were not forgotten.

2. How fast it is for case IOE causes some people said it's fast but sometimes they said it's really slow.

I've talked about IOE in my country visa group (Thailand) but they said it's new case that just be used last year so they don't have the information.So I need help from this website from every person from every country who do cr1 and got receipt number begins with IOE.

It will really depend on two things:
- if your married to a usc or resident
- the efficiency and backlog at the embassy within your country of origin
can be as fast as 2-3 months for usc spouse in low risk country with few immigrants vs 6-12 mths or more for resident spouses from high risk, busy busy embassy,

Looks like yours is California Service Center too like mine. And my receipt number starts with IOE09 too and my priority date is August 26.
After a little research on the internet, looks like this is a pilot program and the process times are faster. Around two months. Hope for the best!!!

First of the all, I got mind approved within 2 months.
At first I thought I was expedited because I was military, but it turns out it's only because my receipt number start with IOE, the new filing system. ( perhaps being in the military did helped a bit)
anyway, that's not the point, today I received an email reply from NVC, and told me it was approved faster simply because I was under the new system.
So, for petitioner who got a receipt number start with IOE, this is definitely a good new to you all.
below are the exact email reply from NVC
"Greetings from the Department of State's National Visa Center (NVC). We are contacting you regarding your recently approved immigrant visa petition. Based on your USCIS receipt number, your case benefited from a pilot electronic process for the I-130 petition. USCIS reviewed and approved your petition faster than average cases of this type as we develop the fully electronic transfer of data from USCIS to the Department of State. We thank you for your patience while we continue to refine our process with these electronic petitions. We wanted to alert you that it will likely take longer than the 30-day timeframe mentioned on USCIS's approval notice to you. Despite this delay, please rest assured that we expect the overall time between filing your petition and completing processing with NVC will be far faster than average for this petition type. When we complete the data entry for your case you will be notified by email or letter. This will include instructions on how to log into the Consular Electronic Application Center (CEAC) to begin case processing with NVC.

Hello,
I just submitted my I 130 last week. I received this case number beginning with IOE. I can't check the case number on the website. I'm nervous something went wrong. It was my belief that it would be forwarded to a service center, but from my research IOE is an e-filing. It's strange because sent a paper application :(.
