With respect to your questions - as a hiring manager this is what I would suggest.  
 
You need to make sure you're eligible to work in the US so that process has to be completed first.  
 
You should make a resume that encompasses your work experience in the desired industry in which you wish to work.  For example if your QA experience is in industrial manufacturing then include those jobs, years of employment, any particular awards or accomplishments and or promotions you received during your tenure at each employer.  Don't list irrelevant information as most hiring managers spend about a minute on any potential resume looking for key information.  If it's not there the resume goes into the rejected pile.  It's harsh but true.  
 
1) If it's just a temporary job to help make ends meet while you're working on your certificate then I wouldn't even list it.
 
2) The time period is unique to each company and type of job.  The US is a very tight job market at the moment meaning there aren't enough qualified persons to fill jobs.  We'll generally list a position for two weeks and then conduct phone screening interviews with the qualified candidates.  We'll then conduct in person interviews.  This process takes about 2 weeks.  We'll then make an offer to the person we feel is best.  Then depending on the company there may be a background check and drug screening before the new employee can start work.  
 
3) That depends on your job history - If you have 20 years of experience in QA then a certificate hurt but also won't help your opportunities for a new job.  If you have less than 5 years of experience then I'd suggest getting the certification first.  
 
4)  Most companies will work with candidates so long as you make the request during the later interview processes.  You may not be eligible for vacation pay but if a good qualified candidate asked if they could have a week off to go to their brother's wedding then I would be fine with that.

She doesn't want to file for Bankruptcy if that's the only issue.  That has a 10 year impact on her credit score.  Having a vehicle repossessed would have a 7 year impact and be viewed much more favorably than a bankruptcy. 
 
It will impact you in ways other than immigration.  In the beginning you'll need her to be a cosigner on any loans you take for a car or furniture etc.  You'll have to pay a higher interest rate because of her bankruptcy.  When the time comes to buy a home you'll both have to be on the mortgage which again means a higher interest rate.  It's doable but not pleasant.  

You can't schedule an interview at the US Embassy at the moment.  I've been checking every few days.  This is message as of this morning for a K1 interview.  
 

Your credit score is based on a number of factors.  The first and foremost factor is payment history.  Get a small credit card with a low limit to start that can be increased over time because the 2nd factor is credit utilization.  But always pay your bills on time.  Pay it off every month if you can so that you're credit utilization is at a minimum.  Meaning that if you have a $1,000 credit card and your balance is $900 your utilization is 90% which is bad but if you pay it off it's at 0% which is good.  But you have to use the card too so you're making payments.  Then it becomes length of time, credit mix and credit inquiries from lenders is a factor.  
 
It'll take time to build up a credit score so be patient.  

Yeah not a good start to immigration or life together.   I paid every single cent of my wife's process for immigrant entry into two countries plus all of her expenses in the process.  Even after we married and when I left (her in) Manila, I prepaid for her boarding house for three months, driving school tuition, made sure she had enough money in her PNB checking and an international credit card even tho I was planning to return in a month.  I wanted her to just focus on doing the things that were going to help her in our next steps and not have to work or borrow to cover anything that might come up.
 
Words like mine and his in regards to finances are signs of an deeper issue.  We are in the US and Mary has her job and we have a household budget.  We both contribute to that budget but we also agreed that she would be in charge of sending money back to support her family.  So part of her paycheck goes into a seperate account because she wanted to be able to track those funds. She has two credit cards in just her name to help her build credit.  (That worked so well her score is better than mine  ) That is the only mine/she/his that we have regarding finances.  If she needs something she can buy it.  If she wants to buy something on credit she doesn't need to ask permission.  If she wants/ needs to send extra money to Bohol she can do it.  If she is too busy at work she can ask me to do it and I will.  She isn't the type of person to spend negligently.   It all boils down to maturity and trust.
 
Come ROC and Naturalization time I expect that money will come out of OUR account. . .  Unless she wins the lottery.
 
 

Agreed - check with your carrier.  I had a flight to Manila on Delta that was scheduled to depart on April 2nd.  They rebooked that flight with no penalty to flights that are  scheduled to depart on April 24th and return on May 10th.  They'll let me cancel or reschedule the later flights with no penalty too.  Although my flights are all still viable, I doubt they'll be in a couple of weeks.   
 
I assume the flight in question is the return portion of a ticket so you probably won't be able to cancel for a refund but they may reschedule with no penalty.  That's a tricky situation too though because the fare will have most certainly changed since you originally booked the ticket. Of course the unknown is what'll things be like in a month.
 
Regardless I suggest you file for an extension with the USCIS so that you're at least protected (with respect to an overstay) to some degree if the flights are cancelled.  If you don't use the extension there is no harm but it'll be more complicated if there is an overstay with no extension request.  

I have a slightly different opinion - I says that an adjustment has been made to your property tax credit.  Do you file state income taxes in New Jersey?  Did you include a property tax credit on the income tax return?  It looks like you may have overstated that property tax credit and they've reduced your state income tax refund by said amount resulting in a lower state income tax return.

Why not just have a wedding in both countries?  That's what we're planning to do but for family purposes as opposed to religious.

We had a courthouse wedding in April 2019 here in the States. The plan is to go back this April and on our anniversary do some kind of Nuptial Party)))

To Hank's point it changes all the time.  At the moment appointments can only be scheduled on Tuesday and Thursday for a K1 Fiance Interview and the times are only 06:35, 07:05 and 07:35.  That's for each day for the 4 weeks available to schedule.  Is that normal Hank for K1 interviews?  Those are the only days and times available?  
 

I agree - I brought my asawa a laptop and a cell phone from the US as well.  There is an off chance that the Laptop battery charger is specifically 220V which is what's used in the Philippines but that would be unusual.  Even so the charger could be replaced with a US model.

That's easy to fix - just remind them you're the client and you want a detailed scope of work for what steps they'll take.  To Greenbaum's point earlier " information that most lawyer's don't know about"  - they very well may not know what they're doing so they're being evasive.
